French speaking nations from Africa discuss data disaggregation

30-October-2017

Twenty French speaking nations from Africa were represented at a sub-regional workshop on data disaggregation held at the Savoy Resort.
The three-day workshop was jointly organised and facilitated by United Nations Economic Commission for Africa (Uneca) and theUnited Nations Statistics Division (UNSD).
The objective of the workshop was for National Statistics Offices (NSOs) to reach a common and improved understanding of the various technical issues and challenges of disaggregation.
Speaking at the official opening of the workshop, the chief executive of the Seychelles National Bureau of Statistics (NBS) Laura Ahtime said Sustainable Development Goals (SDGs) and the Agenda 2063 are data demanding initiatives, with the 17 goals, 169 targets and over 200 indicators, resource limited NSOs are faced with a challenge.
“Because the SDG initiative is about progress, prosperity and peace, with the underlying tenet of ‘leaving no one behind’, not only are relevant indicators to be compiled, but emphasis is on compiling the indicators using disaggregated data for those goals and targets which directly impact on human lives and their general well-being,” she said.
She said it is when the government and policy makers is equipped with data disaggregated by age, sex, geographical location, income, education levels, health indicators, employment status, occupation, then they can begin to understand the varying dynamics brought about by the population and thus identify the vulnerable groups so that not one is left behind.
“It is the availability of granular data that responds to this global agenda and will assist policy makers to put in place the right policy interventions to target those most in need,” she said.
The inputs from the workshop will contribute to the development of training materials as well as guidelines on data disaggregation for measuring and monitoring the SDGs that is being prepared by the UNSD.
This workshop also allows the participants to share their experiences and challenges, to learn from one another and identify what opportunities exist for NSOs and the National Statistical System (NSS) in this global agenda.
The UNDP country office representative Roland Alcindor highlighted the key examples where the UN system in Seychelles led by UNDP has been actively engaged with the government in advocating for the SDGs.
He also thanked Uneca and UNSD for selecting Seychelles for this workshop where a group of experts discussed in depth the very pertinent topic of disaggregated data.
A UNSD representative Gamez Gabriel also shared a few words with the audience from Burkina Faso, Benin, Chad, Cameroon, Equatorial Guinea, Congo, Ivory Coast, Sudan, Comoros, Togo, Cape Verde, Senegal, Burundi, Gabon, Niger, Central African Republic, Democratic Republic of the Congo, São Tomé and Príncipe and the Seychelles.
