President Faure. Review of his first 6 months in office.

President Faure. Review of his first 6 months in office.

Facebook followers should join in a discussion of his achievements and shortcomings. I'll stick my neck out; I admit to being biased, so shoot me down.
.
REFORM OF HIS PARTY
President Faure is carrying out much needed reforms to change PL into a modern democratic socialist organisation. In so doing, as expected, he is meeting some resistance from within his own party but a PL that does not change will condemn itself to certain electoral defeat in 2020. The President has an uphill task because LDS has the momentum, and the majority of people are crying out for change.
JAM was right to step down as head of the party. If President Faure is selected to replace him, as seems likely, it will strengthen his position.
.
REFORM OF THE CONSTITUTION
Both parties in the NA have co-operated in introducing some much needed changes to the Constitution, but the right to vote for Seychellois living overseas is still a bone of contention. The majority of Seychellois in the diaspora are likely to vote for LDS, and PL knows that giving them the right to vote without being present in Seychelles for 3 months would be committing political suicide.
.
CO-HABITATION
President Faure is working more closely with LDS (co-habilitation). He has shown an ability to listen to worthy ideas from whatever sources. By appointing independent people, including LDS sympathisers, on various boards and committees, he is proving that he is "president of all the people", at the risk of upsetting some PL diehards. Taking Ahmed Afif on his delegation to Kenya was a wise move; it showed Kenya the maturity of democracy in Seychelles, an example to the East African region.
Abolishing the 5th June, which was very decisive, is a step at reconciliation.
JAM tried to encourage " unity and reconciliation" but did not get far because of his "baggage". President Faure's attempts to make progress in reconciliation has a better chance of success.
THE ECONOMY
Economically, he is following his predecessor's successful policy of encouraging Seychellois owned small and medium size businesses. He has learnt the lessen from Cuba, where he attended university, of how not to run an economy.
GOVERNMENT EXPENDITURES
Total government expenditures are running out of control. When the economy is doing so well, it is tempting for government to abandon tight financial prudence and discipline. External debts repayment is far too slow. Inefficiencies in every department are not being tackled. As the 2020 election nears, we can expect even greater government expenditures, e.g. borrowing much more for affordable housing.
TOURISM
Tourism is our number one industry, and continues to do well under his government. Appointing Maurice Lousteau Lalanne was a good decision. Reserving small hotels and guest houses of less than 15 beds for Seychellois is commendable, but perhaps, should be extended to 25 bed establishments.
The outcry about the Grand Police hotel project shows the need for (a) Sensitive development in the far south and (b) The need to declare a national reserve for either the Grand Police area or the Cap Ternay area. The president would ignore the people's demands at his own risk.
.
TUNA CONTROVERSY
Tuna industry is our second sector, and the President has yet to prove that he can stand up to the pressures of large foreign companies, especially the purse seiners.
History will not forgive President Faure if he does not insist on sustainable catch limits, limitations on the number of purse seiners and the number of FADs per vessel, to preserve the tuna stocks for future generations.
.
EMPLOYMENT AND PRODUCTIVITY
There are more than 15,000 foreign workers while Seychellois complain of lack of jobs. Immigrant workers coming from very poor countries are prepared to work long and unsociable hours, for much lower wages, and Seychellois workers cannot compete. Large luxury hotels rely on foreign workers for their skills and reliability, but could be accused of not giving enough opportunities for more young Seychellois to learn new skills and to prove themselves. President Faure should look at ways to help local workers. Is there any rule to say that every hotel must employ a minimum percentage of Seychellois in every department? Say 33 per cent or at least 25% in every department. In return, political parties must not defend Seychellois who are laid off for unreliabilities and inefficiencies. No employer will get rid of a good worker. Our workers must learn to be more disciplined. Why does STC need Sri Lankan's for simple unskilled jobs?
.
INEQUALITY
Every country has a problem with equality, be it western democratic, socialist one party states, or any other political system. The worse inequalities are in dictatorial socialist one party states such as Cuba.
Adopting the LDS proposals of 5000 rupees per month for each elderly person, and for a 13 month salary, was a smart move politically, and has reduced the level of poverty. However, it may contribute to inflation and put pressure on "forex".
.
CORRUPTION
President Faure is not obstructing the efforts LDS is making to expose PL's favouritism, abuses and corruptions of the past. He could be criticised for not doing enough to bring culprits to justice. However, he has made it plain, that under his term of office, corruption will no longer be tolerated. The country is more optimistic about the future.
.
HOUSING
His ambitious housing program will be popular with those who will benefit, and will be a boost to employment.
New transparent criteria for allocation of housing units, and having representatives of both PL and LDS on the selection and allocation committees, is a huge step forward.
.
SALE OF GOVERNMENT LAND
The days of favouritism and abuses and corruptions are mostly over. Transparent criteria and points system, supervised by both PL and LDS representatives on allocation committees, will ensure fairness.
.
FOREIGN AFFAIRS
Foreign affairs. He has rightly decided that Kenya-Seychelles relationship is top of the agenda, and that UAE is also important for Seychelles.
His predecessor signed an agreement with India for the Indian navy to use Assumption. That was an error of judgement, and a foreign policy faux pas, but it may be too late for president Faure to do anything about it.
People are crying out for more control over foreign VIP visitors, entry of bodyguards and guns, greater custom checks, etc. and the President will try to defuse the situation by establishing clear rules and procedures, and adequate training of the airport police and custom officers.
.
NATIONAL HEALTH SERVICES
Much progress has taken place but the deficiencies are still too great. Public confidence has been severely damaged, and shows no sign of improving. Lip service is paid to "putting patients first " but in reality, patients are expected to accept what's on offer. More patient satisfaction surveys should be carried out, and analysed, so that we can improve the services.
Key hole surgery must be introduced. How long can we continue to remove gallstones by the old fashion open surgery, with high complication rates and long costly hospital stays. We are 25 years behind.
The new master plan for hospitals meets a long delayed requirement. Every department will need to be upgraded, but the tremendous cost can be spread over 25 years.
As the needs for secondary hospital care are so great, it is all too easy for the Ministry to forget that the foundation of any health service system is a better primary community care services. The training needs of doctors and nurses in the community must be addressed. Quality audits must be carried out regularly in every clinic e.g. percentage of hypertensive patients who are poorly controlled, percentage of diabetic patients who are receiving adequate care, etc.
Manpower resources must be addressed, not only the need for more Seychellois doctors and nurses, but also for allied health professionals such as cardiac technicians, ultrasound specialists, podiatrists, etc.
As wealthy people, politicians and their families, can afford to go overseas for medical care, there is less pressure to improve secondary care services.
.
EDUCATION
The public perception is that the free education system is failing. It could be argued that it was a mistake to reintroduce private schools, which creates unequal opportunities. As wealthy people, politicians' children, and the middle class children send their children to the two good private secondary schools, there is less pressure to improve the system for children from the less well off families.
.
THE DRUG PROBLEM
This huge and growing problem has no easy solution. The bi-partisan approach to find some solutions is a welcome development. The localisation of NDEA is worth trying. The petty crimes committed by drug addicts is probably the major threat to our tourist industry, and this risk should not be underestimated.
.
THE JUDICIARY
There has been much criticisms of our judiciary, some justified, others not. The President has appointed more Seychellois judges, and it is hoped, they will prove their independence.
.
SBC
SBC is improving, and more coverage is given to LDS and the NA, but there is much more to do before it becomes a truly independent organisation. A bipartisan committee with MNAs from both sides is to be welcome. Just a reminder that it is in PL's interest to have a truly independent SBC, as PL may be in opposition after 2020.
Fortunately, more than 20,000 Seychellois have access to Facebook, to keep in touch with the latest news, to read independent opinions, and to express their own views on a wide range of national issues, unlike in Cuba where only 2000 selected citizens have been given permissions for home wifi.
THE ENVIRONMENT AND CONSERVATION
The nation is waiting for President Faure to improve his credentials on conservation. The protected zone around Aldabra, we are told by WR, may be extended by another 30 km. If that law were to be passed now, the indian naval base could not go ahead, as Assumption is only 27km from Aldabra. My guess is that Government and the NA will delay the decision until the base has been built.
The President after wide consultations has to decide, before too long, which beach areas will be kept pristine for future generations, protected from all development, and which areas can be developed but only sensitively, after wide public consultations.
.
To conclude, President Faure is "growing into the job", can point to some worthwhile achievements, and has gained the respect of independent observers. He must continue to be his own man, to keep listening to good ideas from whatever sources, to go further with "co-habilitation", and to promote more capable people from whatever political affiliation. We can be optimistic, that we are at the beginning of a new and better era.

Robert Grandcourt Guy Ah-Moye Well done my friend. This is a very pertinent and objective observation worthy of a discussion. I will think about it and comment when I have a bit more time at my disposal.

Tiz Victor-Bristol A fair assessment. Never underestimate DRF. He is typical of his zodiac sign, slow, careful and observant. What next is quite unpredictable. However, I'm pretty happy in the way he is operating.

Ronny Noel If anything positive is happening in our country's because the National Assembly's not a joke anymore. It's getting harder and harder everyday for the PL, and Danny have no choice. But the day is coming when the whole Seychelles nation will unite and live as one and be an example for the world with the best Democracy

Brigitte Savy Bussawon Very interesting.

Marie-Andrée Berthane Francis When he starts disciplining and sacking ministers for gross incompetence, Mitzcy Larue comes to mind; then I'll start taking him more seriously. Until that happens any goodwill gesture is meaningless and is just tokenism. Let us not be fooled by Rollen.

Marie-Andrée Berthane Francis What is the point of appointing an opposition supporter to a board when he keeps an incompetent minister in his government? Whose interest is he serving with that kind of behaviour?

Patrick Payet Eye opener....

He is a fraud who is putting the interest of his party and his predecessors and mentors ahead of those of the country and the people. When FW De Klerk decided to free Nelson Mandela and allow real democracy to prevail in South Africa, he knew that he was killing off his own National Party and the policy of apartheid. However he took the right moral high road and did what was right for South Africa and its people, even if it meant the end of his own political party and his own political career. This is the type of decisive action that men of courage and principles do. THEY DO THE RIGHT THING when called upon to do so even if it is against their own personal interests. The day that Danny Faure emulates De Klerk, then I will doff my hat to him. Right now he is still Rene's, the Savys and JAM's tou tou boy. He is not putting the interest of the people and the country first. His cosmetic changes will satisfy only the gullible and no one else.

Roseline Jennifer Houareau For me I have this day. He has just been plastering an old wound to prevent amputation. Nothing new and impressive.

Guy Ah-Moye One thing is very clear. Every country benefits from periodic changes of government. In developed countries, it is unusual for any political party to remain in power for more than three terms. As our democracy is maturing at an unprecedented speed, Seychelles too will see rotations of parties in government, with each party only lasting 2-3 terms in power. This will be healthy. We will see.

It says,"Macroeconomic performance continued to be strong in 2016......It stressed that inability to contain fiscal spending pressures could undermine government's efforts to sustain strong fiscal primary surpluses and jeopardised medium-term debt reduction target.". In good times, should Government use the opportunity to repay more of of our external debts, rather than give in to speding pressures from all ministries?

President Faure must relaunch this sector of this economy n get it out of the massive pit it has fallen into.

Roland Hoarau There is a demand for fresh coconut oil, tourism has increas3d sharply n fresh coconuts are always on demand... yet, we see no effort on the Gov. Side to relaunch propagation n planting of coconuts.

I will read the assessment of Guy Ah-Moye after writing my opinion. Danny has done work that he is paid a big salary for it. Whether it has made the life of the people better is for another debate. He is an off shoot of the old SPUP and we can see what they have done to the people and the country. I live in a real democracy and have prospered academically and personally. I wish it was the same for every Seychellois back home. When I go to the football in Melbourne, the stadium accommodates over 90,000 people , the whole Seychelles population. It is run very well, no ministry of cafeteria , or box office or toilets. It all runs very smoothly. It makes me wonder what is hard to improve the life of such a small group of people. From my perspective. Seychelles need a new non- LP government to do what is necessary to move the country forward. Danny is working with one arm tied behind his back and carries too much baggage from the past. We need a new dawn, a new beginning. At the moment LDS is the only party that can make it happen. Now I can read Dr. Ah-Moye's assessment to understand a different analysis.

The real issues are not even mentioned. Drugs poverty high cost of living health care education interest loans high taxes on food agriculture and securing sustainable food sources and our depleting fish stock corruption...when will these be dealth with seriously? When will we see teachers being given incentives and a campaign to improve not only our educatiom system but also teach our people the importance of education and values/morals? You cannot solve problems with the same mind set and system that created them in the first place. Pl needs to go. They have fleeced this country for 40yrs and a merry band has become rich beyond their wildest dreams and has more power and control than the commander in cheif. This country needs cleansing the peoole.needs the truth and retribution then to forgive. Only then will we move on and build the Seychelles we were meant to be. Darf is also part of the problem as he has been in the government for a long time. Remeber the 50million fiasco? He gave one story then another then calls for an investigation? For a leader to blatantly lie to the people in such a way...just got to show that we dont need pl. Darf i pa fek arive yer pu pran baton....in la en bon pe letan li. He should be a man stand up and do the right thing even if it the end of pl...after all isnt pl just a huge lie to make the people beleive they were freed when infact they were not?

Steve Agricole Although I may agree or disagree these fixings is of no other choice matter had this country been given the opportunity for all its citizens no matter their beliefs as long as they have potential Seychelles would not have been at this point, if change if there is a change that Seychellois would respect Danny for is bring up fresh election until such time nothing is new.

Comment Facebook
Dr Ah - Moye have not take the due time to think in depth - Facebook and other Social Network functionality today and across Europe the vast complain the positiveness of such working but cause inability to do deep intellectual thinking or long term thinking and most politicians and those involved work on a day to day approach/mode - We have massive bone to pick in your presentation are you purporting/implying that Sir George Souyave and the Delhomme Family, Mr Robert Frichot are lairs/they never existed and the person of Dr Tony D'offay, Bishop Paul because they had key role in writing that SIROP program you are turning out like many other Seychellois giving credit to the wrong person and occasion. Those 25,000 Seychelles exile/Refugees do not exist - instead the 5,000 Asian who have taken their place in that Seychelles . Do you know that because of that SIROP program the role I played in returning HongKong to China then Lady Thatcher debacle and HongKong Economy 1000 more sophisticated than Seychelles - that SIROP program lend that we help build the biggest Dam in the World/China beside a very long list of other important Chinese economic issues much more those from the Intelligence Community and Illuminati who had requested /pushed that we use/apply the same mechanism to change the USSR, the COMECON again their economy compared to Seychelles and OAU, Latin america to change China - are you aware the important role and function the SIROP program on the BRICS concept - it is very pertinent your post today and the new French President and that Program driving many aspect of Europe economy and big finance. Dr Ah - Moye to you why Wikileaks came about, the SFO, the ICC, the Wikipedia, the Yahoo, some of the social Networks to name a few. More important the coming of the Internet to Seychelles then FA Rene and later the WWW. No/little wonder Mr Gerard Hoareau and his Executive fought with my person as being naive - when you are in politic the need to be brutal - when required complete ruthless. Beside what it took then Cold War to write that research of the COI - then CARICOM and in 1995 the Indian Ocean RIM Association concept both house inn Mauritius what we have addressed.

Excuse we did not mention to say thank you for your quality time and energy to think and write the presentation.

The news Facebook that former Botswana Head of State can/is allowed to seek employment anywhere they wish - the above thread about the Economy of that Seychelles the initial/original Rs 500,000 President FA Rene government invested to undertake the initial Study of a Seychelles Stock Exchange by the Zambia government - given the super mess the current Stock exchange/Market is in they can/could be employed to help rebuild it. It may be helpful /relevant to refer the topic to that Truth Commission and the Anti Corruption Commission -

http://seyeu.clubdiscussion.net/t268-the-seychelles-stock...

Mitchel J Edmond This morning in this Britain beside the Presidential debacle in France those wishing/using my person to impact and influence the outcome then muddle up the Russians what the lopsided experts debate on ~TV - Not the real issues is that argument/manure/compost we landed in yesterday with Dr Guy Ah -Moye and that Seychelles with his BA in English - we/my adding Dr Ferrari interview and that thread from that SIROP program Stock Exchange/Market we could have made a bigger efforts, precisely the much bigger efforts we have made and the total lies those Educated in England their utter dishonesty and in African where this land /end - those from Britain who set Lehman Brothers on Seychelles to bust them up, cream/milk that SIROP program and then what the media wrote. At least under President FA Rene Regime those Communist and others who came forward and protested as such practices and what they undertook - we are mighty glad we spent a good deal of our time in Austria workings and being associated with some of the best Psychologist and what have you - the British intellect and mindset and what/how they impart what to other Nations like Seychelles in the name of Democracy and all the rest. Other Nations practices. By the way those who quarry we thought you believed - we do and good thing you were not close by to hear our Prayers this Morning given this awful situation.

These two Presidential media conference for/to the have educated - these are approach of government/benchmarks we have been writing some 27 years - the thousands who never had access to those emails for them this is a very new discovery. The manner they are going about it on social media - those who must be asking what is going on here. Back in 1990's those who had judge we ought to have started a christian charismatic movement - my person retorted there are enough religious movements and churches in this world, Heaven God did not need another one - We had a go at Council of Europe President Mr Donald Tusk this morning about "Smurfs" childish language -what ought to happen to the European media- which is not altogether their faults - the so call Illuminati/Masonic/Arcadian benchmark - not to inform, publish, explain what one does in term of their workings and hence credit is given to other parties - resulting/end result a super mega muck up - because in therm of High Interdisciplinary management function/working/benchmarks you cannot/will get nowhere using none existant objects, block work to build future positive issues. This apply to government workings in the COI nations and the Indian Ocean RIM Association Nations. Forget the African Union the super soup Minister St Anges landed himself in on account. It is a mega challenge just how must to report, inform the public not just the politicians given their dishonesty because the public do not know thy then revert to stealing/abusing of information they have been privy to and made privy and invent project and thematic. We want o address the Seychelles media please research our forums and blog what were the greater motives for President F Holland to come to Office - the Mitterrand Family. Now that we have a new government in France and the Emphasis without going in to the backgrounds of the politicians - rebuilding that France - the France that President F Mitterrand had began to rebuild - the Germany Reunification and the battle to develop and find a new position for France in Europe and the world. That last global meltdown - the many new mechanism Europe decided to implant in Britain to manage/help manage future bust up and they will have to be relocated - the deeper need to understand why and what these mechanism are all about and that SIROP program That SIROP program is yet to impart a great deal more information what was at play and those involved - We have worked very many issue with the Rothschild Families - that SIROP program Financial issues - We have rad many of the comments regarding that St Ange WTO debacle at least the EU having publish addressed what we have gave us in Seychelles better mileage. Now President D Faure purport he was born in East Africa - President Obama missed a great deal of opportunities - the USA very resources - That SIROP program then President F Mitterrand was about developing, creating a new world North/South order and changing the dynamic in the Indian Ocean for ever - we just do not know how much President Faure grasp/understand such thematic given our comment on his government approach not to meddle getting involved in the world complexor issues. We know well aware in France all those watching monitoring our Social media impute - please do not say we have not shared our thoughts in Public. When we write to just a few officials and the rest do not know what happens. - the video is a dedication to Mrs Caroline Mancham, Sir James Mancham daughter - the making of that video and song. - https://www.youtube.com/watch?v=t0bPrt69rag
