Positivity despite public pessimism “You cannot say the President is running a failed state”
For his first press conference in 2018 President Danny Faure was optimistic and calm apologising first for postponing the press conference last Thursday, stating that it was simply due to a “sore throat”before the 11 media houses present questioned him on the hot topics on everyone’s lips: the Assumption agreement, fresh elections, cost of living, and general management of the country. His optimism seemed baffling to the point that many could question whether he lives in the same Seychelles as they do, prompting some journalists whom returned to the same topics over and over again.

Fresh elections?
President Faure spent much time debating this question, partially by addressing the claims that cohabitation is not working.
“We are trying to reinvent cohabitation,” he suggested in reference to Members of the National Assembly questioning his position as President.
He believes cohabitation does work and cites examples such as the many laws passed since the electorate voted in this concept, the two budgets being approved, and businesses operating as a sign that cohabitation works and that the country is not a “failed state” as many say.
“You cannot say that the President is running a failed state; yes, there are weaknesses but things in this country are dynamic,” he affirms.
He also pointed out that many of the decision making processes now lie in the hands of the National Assembly, with the Opposition holding a majority seat.
Addressing the MNAs once more, he stresses that they need to be “more responsible” in their interventions and their comments both inside and outside the Assembly. It also seemed that President Faure addressed the “online hate” he has recently been subjected to following his State of the National Address, which also led to many demanding his resignation, when he said,
“I want to do away with politics, and I wish to state that I never insult any elected member of the National Assembly – I keep things professional and I weigh my words carefully,” he noted.
Almost as a warning, he also stresses that “...you reap what you sow, and what you say has a stronger impact on the youths and how they behave. We are not in a country of millions, everyone knows each other somehow, and those words weigh more.”
President Faure also alleges that he did not listen to the responses to his SONA in the various speeches made in the Assembly.
“I would like to ask National Assembly to return to its mandate and have the high level of discussion needed because that is what is good for this country,” is how he closed this discussion off.
Assomption
The Assumption debacle continued, as journalists grilled President Faure not only on the agreement itself but also on the lack of information which was made available to the public before the controversy broke out and for which he accepted responsibility.
President Faure was explicit when he noted that in response to the Leader for the Opposition Wavel Ramkalawan stating that they will not ratify the agreement as it is, he will be meeting with him on Monday 26 March to find out which aspects of the agreement he objects. He also adds that there is “no discord” within the Cabinet on the Assomption agreement.
Reasons such as the drug crisis, the development in East Africa, and the channel of trade in that zone were listed by President Faure to justify a “coast guard”facility on Assomption– a term he also stresses is key because he alleges that he never used the term “military base”.
He also points out that changing parts of the agreement will also be in the hands of the Attorney General.
Buying of passports
Grilled by TODAY about criteria used for the granting of citizenship and the sale of passports to Hong Kong residents, the case of one Kumar De from the Ministry of Finance and why no one has been sanctioned or arrested in the case of Mr. Krecjir who was issued a passport under the name of Egbert Jules Savy as well as his family, President Faure said the case of Mr Krecjir who is in prison in South Africa was being investigated.
President Faure addressed the question as what grounds Sakher El Materi from Tunisia was granted citizenship when he had been living here as a resident for several years saying only that no money had been received in state coffers for it and that he had taken the decision after much consideration.
“As long as I have been President there has been no scheme to buy passports,” President Faure insists.
Failed ministries
To a question as to why the same ministers are reshuffled when they fail to deliver he only stated that internal reorganisation in ministries can help get over the current weaknesses in government
President Faure found a way to bypass the question put by TODAY as to whether having declared he was divorced from his party’s leadership, he had free reign and would go all the way to appointing impartial and competent persons irrespective of their political affiliation to the Executive and to the Cabinet of Ministers. He only stated that he has made a point of appointing the most competent persons to boards and commissions and that during his tenure as President he has “never” appointed someone because of their political affiliation.
Cost of living
Pertaining to the Seychelles Trading Company’s mandate, President Faure notes that there is a new board and that they are the ones who will be held accountable.
“We cannot just change things and fire people without giving them a chance to work. There is a difference between a political statement and a factual one,” he said.
President Faure also wondered whether people “...ask themselves how the price of commodities is almost the same as in small shops, or if those on Praslin and La Digue know how these items even end up in the country?” as though to say that questions surrounding cost of living are not valid.
On the subject of Gainful Occupation Permits affecting jobs and the cost of living, President Faure made it clear that abolishing GOPs will “send away about 17,000 workers and our economy will suffer and the country will come to a standstill.” However, he conceded that the parameters of obtaining GOPs can be altered.
As for the cost of electricity and water, with the Public Utilities Corporation making over SCR300 million profit per year, questions were raised on why the entity needs a loan for more projects.
President Faure said that PUC “...is not only about electricity but also water and sewage and there are lots of sewage problems at the moment.” He agrees however that the price index and unit of measurements could be adjusted.
On a somewhat stranger note, he stated that LPG gas could be the new way to get energy, forgetting the ever present discussion of sustainability and solar energy being a valid alternative.
The tunnel
President Faure explains that the goal of the financing of the tunnel project is to have a company to build and manage it, not to use public funds and explained that this was because of a project to build a dam at grand Anse wit hthe same capacity as La Gogue.
“If we were to use taxpayers’ money, then I understand that the public would feel that there are other areas of priority,” he noted. “I was minister for Finance so I won’t make these types of mistakes,” he adds.
La Misère
President Faure acknowledges the dissatisfaction; despite payments bring made to remediate to the situation of polluted water at La Misère.
He also clarified that SCR89 million was placed on an account at the Central Bank by ASCON, and another SCR14.5million by government. Later when the account was closed, he says there was SCR4,000 left which returned to government.
He adds that a committee will be appointed in April to “close this chapter for good”.

President Faure meets Seychellois students in UK

President Faure has met 24 Seychellois students currently studying in the United Kingdom.
This was on the last day of his official visit in London when he was hosted to a cocktail reception at the Office of the Seychelles high commission in the United Kingdom.
President Faure was in London to attend the Commonwealth Heads of Government Meeting.
“What a week it has been, attending the Commonwealth Heads of Government Meeting in London. It was a real honour to meet Her Majesty the Queen, who remembers her visit to Seychelles in 1972. Over the last few days, we have been focusing on strengthening our ties with other countries, defending the cause of small island states, and promoting our blue economy,” President Faure wrote on his Facebook page.

President Faure announces Cabinet Reshuffle
Thu, 26 April 2018
President Danny Faure has today announced a Cabinet reshuffle involving a reduction in the size of the Cabinet which will now comprise 10 Ministers in addition to the President and the Vice President.

In the restructuring of Government following the reshuffle, the President will retain all his portfolios which include the Departments of Defence, Legal Affairs and Public Administration.

The Vice-President will also retain his existing portfolios which include the Departments of Foreign Affairs, Information Communication Technology, Information, and The Blue Economy. In addition, the Vice-President will now hold the portfolio for Industry & Entrepreneurship Development.

The Designated Minister, Mrs Macsuzy Mondon, will be assigned responsibility for Home Affairs, Local Government, Youth, Sports, Culture, and Risk & Disaster Management.

Minister Jean-Paul Adam remains the Minister of Health.

Minister Mitcy Larue will be the new Minister of Family Affairs.

Minister Charles Bastienne will be the new Minister of Fisheries & Agriculture.

Minister Didier Dogley will be the new Minister of Tourism, Civil Aviation, Ports & Marine.

Minister Wallace Cosgrow will be the new Minister of Enviroment, Energy and Climate Change

Minister Maurice Loustau-Lalanne will be the new Minister of Finance, Trade, Investment and Economic Planning, with Mr Patrick Payet as Secretary of State.
Minister Jeanne Simeon will be the Minister of Education & Human Resource Development.

Minister Myriam Telemaque remains the Minister of Employment, Immigration & Civil Status.

Minister Pamela Charlette will be the new Minister of Habitat, Lands, Infrastructure, and Land Transport.

The President thanked Minister Joel Morgan and Minister Peter Larose who are leaving the Cabinet. The President said they had made an extremely valuable contribution to the development of the country, and wished them all the very best for the future.

The President also announced the appointment of Mr Damien Thesee as the new Principal Secretary for Finance, and Ms Irene Croisee as the new Comptroller General.These changes will all take effect from 27th April, 2018.
